Case finishing suggestions 34yr old male patient

Any ideas how to rotate the tooth #31 into better alignment? Patient is 18 months into ortho treatment and on a 17x25 Niti Rectangular wire. For several months, I haven't been able to properly torque the 31. Currently there's an E chain from the 31 distal wing, wrapped around to the 31 mesial niti arch wire. I'm currently trying a distal rotational wedge on the 31, and hopefully it improves.
